people can get a visa or green card to come over here to work go to school and try to become a citizen. the govt also will possibly pay for airfare and i think some living expences to get them started but i am not sure about the living expences part.

This site is not a government entity. This is a third party who, for a fee, will "assist" will the registration process for the Diversity Visa Lottery Program.

The government is not paying for the airfare of the lottery winners. This third party does if the winners used their service to register.
