The Baytown Bulletin Board

Can anyone tell me who is in charge of Hill of Rest Cemetery? Is it Earthman, Memorial Gardens, or an individual? Ernestine Bright used to have some authority but I haven't been able to locate her.
I am trying to help a friend locate her grandparents who are buried there, but apparently with no headstones. There must be a record of burials there.
Any help you can give me will be appreciated.
